What causes this issue?

The discrete check against product allocations is set for product
allocation procedure &V1&. Several product allocation steps are
possible for this checking method
The step counter cannot be left empty. The value must be greater than
0.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If only one checking step needs to be carried out in the discrete check
for product allocation, then you can change the type of check when you
maintain the procedure.
The cumulative check can also be carried out with only only one
checking step.
