What causes this issue?

Product allocation controlling has been converted to the cumulative
check.
There is only one entry in the hierarchy setting for product allocation
procedure &v1&. For this entry, the step counter must be set to '1'
(the counter cannot be empty for the cumulated check).

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
