What causes this issue?

The total of the entered percentages from <LS>To be billed</> and
<LS>Reset</> exceeds 100%.

System Response

The system determines the rejected percentage from the difference
between the open percentage, percentage to be billed, and reset
percentage. In the current instance, the resulting percentage is
negative.
