What causes this issue?

This can be caused by one of the following:

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

End of number range
WM reference locked
Document already included in a WM reference
Category of document is incorrect
Unforeseen error situation
Unforeseen error situation
In case 1 the number range must be set up again.
Cases 2 - 6 are probably due to an error in a ABAP/4 program.

System Response

It is not possible to create the picking waves.

How to fix this error?

For case 1, contact the person responsible for Customizing or your
system administrator.
In all other cases, inform your system administrator.

  Cause:
  The error message VO015 typically occurs during the creation or update of Warehouse Management (WM) documents when there is an inconsistency or problem related to the WM reference or WM reference item. This can happen due to:
  
  Incorrect or missing reference data between the Inventory Management (IM) document and the WM document.
  Attempting to create a WM document with a reference to a non-existent or already processed IM document/item.
  Data inconsistencies or mismatches in the document flow between IM and WM.
  Custom enhancements or user exits that incorrectly manipulate WM reference data.
  Locking or update conflicts in the database tables related to WM references (e.g., LTAK, LTAP).
  
  
  Explanation:
  In SAP WM, when a material movement is posted in Inventory Management (IM), a corresponding WM document is created to reflect the physical movement in the warehouse. The WM document references the IM document and its items.
