What causes this issue?

A temporary storage location change is only possible for outbound
deliveries that fulfill the following conditions:
Picking has not yet been started, or is already complete.
The goods issue has not yet been posted.
The delivery is not meant to be processed in a decentralized warehouse
system.

System Response

The system rejects the changes if the above conditions are not
fulfilled.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
