    This outbound delivery cannot complete the order, because there are no
    reference items in the delivery.

    To check whether the order items to be delivered can be combined, the
    system requires at least one item for the existing outbound delivery
    that has not yet been deleted, and that has a reference to an order.
    If the system cannot find such a reference item, then the delivery is
    rejected. You then need to create a separate outbound delivery for the
    sales order.

    How to fix this error?

    If the outbound delivery does not contain any more items, delete it.
    Then create a new outbound delivery for the sales order to be
    delivered.
