What causes this issue?

For the settlement of rebate agreement &V3& the minimum status &V1& has
not been reached yet. The rebate agreement has status &V2&.

System Response

A rebate agreement can only be settled after particular activities have
been carried out. For rebate agreement &V3& they have not been carried
out yet. The settlement of the rebate agreement is therefore not
allowed.

How to fix this error?

Check whether rebate agreement &V3& should be settled. If this is the
case, initiate the activities necessary to reach status &V2&. After
that you can settle rebate agreement &V3&.
