What causes this issue?
On IBM Power Systems, the entitlement consumed of a Shared Processor
LPAR represents the percentage of the guaranteed minimum physical
processor resources which the SPLPAR is consuming.System Response
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
