What causes this issue?

Delimitation records are used internally to track the assignment of
returnable packaging account postings to returnable packaging account
statements.
The delimitation records for account &MSGV2&,
<DS:DE.RL_DLMT_TYPE>delimitation type</> &MSGV3& are currently being
processed by user &MSGV1&.

System Response

You can only start processing when user &MSGV1& has finished
processing.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
