What causes this issue?

You are trying to select HUs which do not have a reference and then
create a reference for these HUs for the selected document (request,
order, delivery).

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Select just one header row. For the material for this request item,
order item or delivery item, HUs without a reference are selected. In
the following list display you can then select for which HUs you want to
create a reference. To do this, choose Copy or Transfer HUs. The
corresponding reference is then created for these HUs.

  This error occurs when you are trying to perform an action (such as creating or processing a billing document, delivery, or stock transport order) in the SAP Logistics Execution or Sales and Distribution module, and the system expects you to select exactly one header line (e.g., one sales order, one stock transport order, or one delivery) but you have either:
  
  Selected no line at all, or  
  Selected more than one line simultaneously.
  
  The system requires a single, unambiguous reference to proceed with the transaction.
  
  When does it typically occur?
  
  During billing document creation (VF01, VF04, etc.) when selecting sales orders or deliveries.  
  When processing stock transport orders or deliveries in Logistics Execution.  
  In scenarios where the system expects a unique document reference to continue.
