What causes this issue?

You are trying to perform an action on a line item that cannot be
processed:
Line with status <LS>Reported</>
Clarification line
For example, you are trying to assign a document to a line item, which
you can only do for <LS>Explanation </>lines. In this case, please
choose the <LS>Explanation </>line.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
