What causes this issue?

You tried to perform set operations after you have edited address list
versions manually.

System Response

You are not allowed to perform set operations if an address list
version has been edited manually within the same transaction.
Changes to the address list include:
Changing the description of a version
Deleting a version
Completing a version
Deleting or adding addresses

How to fix this error?

Save your manual changes by saving the direct mailing campaign. Call
address list processing again and perform the set operations.
