What causes this issue?

You want to delete an address list version. You can only do this if the
direct mailing campaign does not yet have the 'completed' status.

How to fix this error?

Since the direct mailing is completed, check whether you need to delete
an address list version. You can delete an address list version by
setting the status of the direct mailing campaign to 'being edited'.
