What causes this issue?

You tried to redivide the intervals after you edited the address list
manually.

System Response

The system does not allow you to redivide intervals if you have edited
the address list manually within the same transaction.
Changes in the address list include:
Changing the description of a version
Deleting a version
Completing a version
Compressing a version
Deleting or adding addresses

How to fix this error?

Save your manual changes by saving the direct mailing campaign. Call
address list processing again and redivide the intervals.
