What causes this issue?

You have selected a delivery that has already been shipped to one or
several transportation service agents for which you do not have
authorization (authorization V_VTTK_TDL). Since the cancellation of the
delivery at a forwarding agent can cause creation, change, or deletion
of shipments planned there, you require the authorization for creating,
changing, and deleting for the transportation service agent concerned.

System Response

The transportation service agents for which you do not have sufficient
authorization cannot be selected. You can only send the cancellation
message to service agents for which you have the appropriate
authorization.

How to fix this error?

If you need to send a cancellation message to the transportation
service agents that cannot be selected, then contact your system
administrator in order to receive the required authorizations.
Then restart the transaction.
