What causes this issue?

The change request that the system has just created cannot be used to
save changes to hierarchy assignments. This is because the change
request type you selected when creating the change request is not
configured to save changes to hierarchy assignments. The change request
can, however, be used to save other changes to the business object.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Choose between the following options:
Cancel the change request and create a new one with a different change
request type.
Continue to change the business object using this change request. The
hierarchy assignments will not be saved to the change request, but all
other changes will be saved.
