What causes this issue?

You want to rank a hierarchy entry lower by one level. Normally, this
entry needs to be inserted under another entry at the same level that
precedes the entry being moved lower. However, in this case there is no
hierarchy entry. You therefore cannot move the selected hierarchy entry
to a lower level.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
