What causes this issue?

Objects that are to be changed can only be processed with a change
request. Entity &V2& of entity type &V1& is contained in change request
&V3&. Since the status of the change request does not allow object
changes, entity &V2& of entity type &V1& cannot currently be processed.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Remove entity &V2& of entity type &V1& from the list of objects to be
changed.
