You have not made entries in the <ZH>Explain Changes</> step. To create
a change request, you must enter an explanation in this step and upload
a document containing an explanation for your change request as an
attachment (optional).System Response
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
