What causes this issue?

While activating realignment tool &V2&, the system has recognized that
new fields have to be initialized in table &V1&. This initialization
step is performed in the background and has not yet been completed.

System Response

The realignment tool does not have the status 'active' and cannot be
used.

How to fix this error?

Try activating the realignment tool again later, once the table has been
completely initialized.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
