What causes this issue?

In the Web interface you have linked a planning layout with a component
of the type document. In order to work with documents, the
characteristics presented in the layout must be able to use the comment
facility. However, this is not the case. You set the comment facility
for characteristics in SAP BW.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
