What causes this issue?

A correction package can only be created with reference to a
distribution unit or its original package. The reference takes place
via the following external identification:
,,DSPNAME,,: ,,external descriptive name of the original package (=
unit)
,,OWNER,,: ,,system that created the original package (unit)

System Response

The correction package cannot be created.

How to fix this error?

Maintain the external identifiers of the original package so that a
complete reference can be created.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
