What causes this issue?

The distribution model does not allow message type &V3& to be
distributed from system &V1& to system &V2&.

System Response

The system cannot distribute the object. No IDoc is created.

How to fix this error?

In the distribution model (TCode BD64), define a distribution of the
message type &V3& from system &V1& to system &V2&.
