What causes this issue?

When maintaining the selections in the current planning level or the
current planning package for characteristic '&V1&', you maintained a
'to' value that is lower than the 'from' value.

System Response

Manual planning cannot be called up with the current planning level or
current planning package.

How to fix this error?

Change the selections for characteristic '&V1&' in the planning level
or the planning package so that all 'from' values are lower than the
'to' values.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
