What causes this issue?

You have reached the first valid combination of characteristic values.
You can only scroll within the characteristic value combinations, which
result from the current selection criteria in the planning area or
planning level. For this reason you cannot scroll any further.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

In order to display or enter values for other combinations of other
combinations of characteristic values, change the selection criteria in
the context of the planning package or planning level.
