What causes this issue?

The user executing the conversion program must been granted with
'S_ADMI_FCD'.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If experiencing this error in a SUM scenario, ensure user DDIC has
sufficient authorizations granted.
