What causes this issue?

planning level. For ABM modeling, however, all characteristics must
already be selected in the planning level (not in the planning
package). You cannot make any further selections in the planning
package.

Transfer the existing selections from the planning package to the
planning level, or create a new planning level that contains all the
required selections.
