What causes this issue?

If you wish to create a planning area, an application must be assigned
to the planning area. However, the system cannot determine any
application that you can assign to the planning area. There is probably
a system error.

System Response

The planning area cannot be created.

How to fix this error?

Inform your system administrator.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
