What causes this issue?

You have attempted to create a planning area with technical name '&V1&
'. A planning area of the same name was deleted within this transaction
and can, therefore, not be recreated with the same name.

How to fix this error?

Choose a different technical name for the planning area.
Cancel the transaction and start it again. Then you can create planning
area '&V1&'.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
