You need the same authorization for processing plan data that is
required for executing reports. You will find the authorization objects
in the BW menu under <ZK>Business explorer -> </>
<ZK>Reporting authorization objects</> (transaction RSSM).

How to fix this error?

If required, request other data, or ask the person responsible for
authorizations to give you sufficient authorization for reporting
authorization objects.
