What causes this issue?

No planning folders were yet created for the selected main planning
area. However, there are folders that are assigned to other areas.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Change the main planning area. In the transaction 'Edit planning
folders', you can display all planning folders with 'Planning folder ->
Display all planning folders'.
