    You execute the report UM4_FINISH_PREPARATION or UMG_FINISH_PREPARATION
    which is used to finish the preparation for a Unicode conversion in a
    Combined Upgrade & Unicode Conversion scenario (CU<(>&<)>UC).
    The execution is not allowed because the release information stored in
    table UM4STATUS is not available.

    if you are not conducting a CU<(>&<)>UC procedure you do not need to
    execute report UM4_FINISH_PREPARATION or UMG_FINISH_PREPARATION
    if you are conducting a CU<(>&<)>UC procedure and the table UM4STATUS is
    empty you should check that all phases in the Upgrade finished without
    error. Table UM4STATUS contains the most important steps of the
    preparation for the a Unicode conversion
