What causes this issue?

Translators: Leave <LS>abstract="true"</> as it is, do not translate
into your language.
When creating an instance document, the system checks whether only facts
that are <LS>not abstract</> are created (based on their element
description). The taxonomy element must <zh>not</> have the property
<LS>abstract="true"</>.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
