What causes this issue?

You have selected values for the permanent parameter (for example, a
version) for which you have no authorization to execute tasks.

System Response

You can <ZH>not</> set the selected values in the permanent parameters.

How to fix this error?

Select other values.
If you need authorizations for the selected values, contact your system
administrator.

Procedure for System Administrators

On the configuration menu for consolidation (transaction UC00) in the
entry <LS>Global Parameters</>, check the following Customizing
settings:
<LS>User with authorization check</>
<LS>Roles with authorization check</>
