What causes this issue?

The combination &V1&/&V2& of consolidation units or of one of the
consolidation groups is invalid for one of the following reasons:
One of consolidation units or consolidation groups &V1&/&V2& does not
exist or is invalid.
The combination of &V1& and &V2& is invalid.

System Response

The workflow cannot be resumed.

How to fix this error?

Change the Customizing settings so that the combination of consolidation
units or consolidation groups is invalid. Then resume the workflow.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
