What causes this issue?

Characteristic value &V2& for the restatement in the current
consolidation monitor has restatement &V3& as a reference. Each task in
the consolidation monitor for reference statement &V3& is to be treated
like a preceding task in the current consolidation monitor for
restatement &V2&. Before a task can be blocked in the consolidation
monitor for restatement &V2&, the same task must therefore be blocked in
the consolidation monitor for reference restatement &V3&.
This is currently not the case for organizational unit &V4& and task
&V1& in the consolidation monitor for reference restatement &V3&.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

First block task &V1& in the consolidation monitor for reference
restatement &V3&.
