What causes this issue?

In each of the rules you defined, at least one characteristic with the
role <ZK>version</> has a single value as the characteristic value.
This is not allowed. For each version type there must be one rule that
has the value "All Values" in all of the characteristics with the role
<ZK>version</>.

Define a rule that has the value "All Values" in all of the
characteristics with the role <ZK>version</>.
