What causes this issue?

You want to assign the role

characteristic &v2&. This is only possible for dependent
characteristics if the independent characteristic is also a
subassignment or if it is <DS:DE.UC_ITGRPFIX>fixed in the consolidation
area</>.
The independent characteristic &v3& has the role &v4& and is not fixed
in the consolidation area.
