What causes this issue?

The layout requires at least one predefined fixed structure, and the
subsets of that structure must have multiple values for a
characteristic. The intersection with other structures of the layout
also shows multiple values for the characteristic. Thus, the cell is not
ready for input because the system summarizes these values in the cell.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
