What causes this issue?

You have selected the <LS>Organizational Change</> indicator for a
goodwill entry. This is permitted only in the following cases:
You have selected the <LS>Goodwill Separate from Investment</>
indicatorfor the <LS>Capitalization of Manual Goodwill</> activity in a
goodwill entry, or
You have selected the <LS>Manually Changed</> indicator for the
<LS>Horizontal Merger</> activity in a goodwill entry.
The goodwill entry in question does not fulfill these prerequisites.
