What causes this issue?

Loading the cost estimate was not successful. As a rule this is the
result of an error that occurred earlier.

System Response

The system establishes that no top link (root link) and no top node
(root node) could be identified during the loading process. The loading
process is not continued. No cost estimate is created in the Costing
Engine.

How to fix this error?

Check the log and remove the previous error. Then start the loading
process again.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
