    The object here (equi number, register, date) is &V3& and the meter
    reading document is &V4&.
    Since changes to the billing period once it has been specified in the
    division category are not allowed at present, the billing period for the
    register, which is determined from its division category, must be the
    same as the billing period for each meter reading for this register.
