What causes this issue?

INTERNAL ERROR:
The internal meter reading document &V1& with meter reading reason &V2&
has <DS:DE.TECHGR>operand group</> &V3& in the
<DS:TRAN.E_JBP_SYST>Representative MR Reasons</> system table.
The program does not permit additional operand groups (&V4& ) at this
point.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
