What causes this issue?

There are the following two possible causes for this error:
The configuration for the communication arrangement for the Tax Service
with <LS>SAP S/4 HANA Cloud </>has invalid information.
The configuration for <LS>Communication Systems</> has invalid
information under the following sections:
<LS>Technical Data</>
<LS>User for Outbound Communication</>

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Contact your system administrator.

Procedure for System Administrators

You can take the following two respective actions in the SAP Fiori
Launchpad:
Check the configuration for <LS>Communication Arrangements</>.
Under <LS>Communication Systems</>, verify if the data in the
<LS>Technical Data </>or in the <LS>User for Outbound Communication</>
sections is correct.
