What causes this issue?

You tried to change from creating a manual amount/consumption history
to creating a manual consumption/amount history. This is only possible
if you delete all manual history data for contract &V1&.
A check has determined one of the following reasons:
Not all manual history data was deleted.
Although you deleted all data, you did not save the changes.
