What causes this issue?

You are not allowed to carry out test procedures in the current client.

System Response

When the clients are created for a system, a flag can be set in the
table T000 to indicate whether or not test procedures can be executed
in this client.

How to fix this error?

Make sure that you are logged on to the correct client. Have the client
modified if necessary.
