This means that you cannot register &V3& as an upgrade piece list.

Include the completion piece lists of the delivery component &V2& (in
delivery &V1&) in the change piece list &V3&. (To do this, go to the
Software Delivery Composer and choose <LS>Utilities</> ->
<LS>Completion piece list</> -> <LS>Merge all in change piece list</>).
Only then can you register the change piece list &V3& as an upgrade
piece list.
