What causes this issue?

One or more of the change requests in the delivery request contain
generich object selections, that is, E071E entries in the form LANG
<OBJECT> <OBJ_NAME> exist for E071-EintrSgen der Form LANG <OBJECT> *
<SPRSL>.
Entries of this type usually come from creating language transports from
transaction SMLT_EX with the option 'Compressed Filling of Transport
Requests (Generic)'.
Since the table E071E does not have a language ID in the key, mixing
language transports for multiple languages or different object lists can
cause texts to be deleted unintentionally.
