What causes this issue?

You cannot assign the software component &V1& to a delivery of type
<ZH>&V3&</> since there are already Support Packages for this component
in the current SAP System (up to Support Package level &V2&, to release
&V4&).
However, creating a delivery of type <ZH>&V3&</> requires that there are
no existing Support Packages or CRTs for the current release of the
assigned software component. (This is because the delivery is created
before creating the accompanying Support Packages).

How to fix this error?

Check if:
The delivery type corresponds to the type you require (for example,
other Support Packages or CRTs could be created for Release &V4& of the
software component &V1& in the current SAP System.)
The release &V4& of the software component &V1& corresponds to the
release you require (for example, a delivery of type <ZH>&V3&</> could
be created for the next release after &V4& for the software component
&V1& in the current SAP System)
The status of the current SAP System is correct for the software
component &V1& (that is, the release and Support Package level). If
necessary, correct the status before you repeat the action.
