What causes this issue?

You want to assign the transport layer &V2& to a package.
The transport layer is &V2& is not the standard transport layer, nor is
a transport route defined for this transport layer out of this system.
Changing objects in this package will only create local
(non-transportable) requests.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Enter the standard transport layer &V1&, or a transport layer with a
transport route (use the F4 help).
Only the system administrator can enter a transport layer other than
these.
